County Court Project

CDL staff were engaged to provide commercial and financial advisory services in relation to the development of the new Victorian County Court, the first Partnerships Victoria project.  The project involved a 20-year build, own, maintain contract with the private sector to provide a new County Court facility and featured the private sector provision of a large number of non-judicial functions, including secretarial and court reporting.

 

 

Correctional Facilities Project

CDL was engaged to prepare a Feasibility Study into the applicability of Partnerships Victoria to build, own and maintain two new Metropolitan men's prisons. CDL staff subsequently acted as Chairperson of the Expression of Interest and Project Brief evaluation panels.

 

CDL has also undertaken extensive prison costing exercises including detailed estimates of recurrent funding implications flowing from planned increases in prison capacity.

 

 

Three Public-Private Partnership Prisons

CDL staff were engaged to provide commercial and financial advisory services in relation to three prison projects proposed to be procured via public-private partnerships.  The program entailed accommodating 50% of the prison population in three private sector build, own and operate prisons.

 

 

Prisoner Vocational Education & Training (VET)

CDL was engaged to:

  • Develop a pricing model for prisoner VET services
  • Development of a funding allocation approach within Victoria’s adult prisons
