Mobile Data Network (MDN)

CDL acted as the strategic commercial and financial advisor to the MDN project which sought private sector provision of a mobile data network and automatic vehicle location service to Victoria Police and the Metropolitan Ambulance Service via a build own operate transfer contract.  The MDN covers a geographic area approximately equivalent to Metropolitan Melbourne.  Contracts were executed with Motorola in June 2003.

 

 

Metropolitan Mobile Radio (MMR) & Emergency Alerting System (EAS)

CDL was appointed as the Quality Assurance Advisor responsible for oversight and commercial structuring with respect to the public-private partnership contracts for the multi-agency emergency MMR and EAS projects.  Participating Emergency Service Organisations were:

  • Victoria Police
  • Metropolitan Fire & Emergency Services Board
  • Country Fire Authority
  • Victorian State Emergency Service
  • Metropolitan Ambulance Service
  • Rural Ambulance Victoria

 

Emergency Alerting System (EAS) Service Continuity Project

CDL was engaged to provide commercial and financial advisory services in relation to the EAS Service Continuity Project.  CDL’s role encompassed:

  • Review of existing contractual arrangements
  • Documentation of the existing risk profile, relationship to service delivery costs and sensitivity analysis
  • Commercial viability assessment
  • Financial modelling including sensitivity analysis
  • Development of Commercial & Legal Principles
  • Development of a Contingency Plan
  • Development of a Negotiation Strategy & Plan
  • Tender evaluation

 

  

Computer-Aided Dispatch System

CDL was engaged to provide quality assurance and project management services in relation to the contractual unwind of the public-private partnership multi-agency Computer-Aided Dispatch (CAD) system.  The private sector operator provided CAD services across a geographic area approximately equivalent to Metropolitan Melbourne and to a population of 3.5 million.  CAD services were provided for a seven year term to the following Victorian public safety organisations:

  • Victoria Police
  • Metropolitan Fire & Emergency Services Board
  • Country Fire Authority
  • Victorian State Emergency Service
  • Metropolitan Ambulance Service

  

Emergency Services Communication Masterplan (ESCM) Project

CDL was engaged to provide commercial and financial advisory services in relation to development of the Commercial and Procurement model aspects of the ESCM project which involves the implementation of the Emergency Services Communications Framework which outlines, inter alia, the consolidation of communications platforms and commercial arrangements where possible.

  

 

Country Fire Authority (CFA)

CDL has been engaged by the CFA to provide commercial and financial advisory services in relation to numerous initiatives, including:

  • Asset management strategy
  • Financial/performance indicator study
  • Service charge allocations
  • Various business cases

  

Victoria Police

CDL has been engaged to provide commercial and financial advisory services with respect to:

  • Development of a ten-year cost model which analysed the impact of additional staff on costs and workload backlog.  The model also provided estimates of staffing requirements to meet projected demand for forensic services
  • Development of a Business Case and cost model for firearms licensing, registration and regulation
  • Advice with respect to various tenders

 

Aerial Firefighting Services

CDL was engaged by the Australasian Fire Authorities Council to provide financial and commercial advisory services in relation to the procurement of aerial firefighting services. CDL’s role encompassed financial and commercial analysis of tenders and review of commercial principles contained in the proposed contract.
